Property Strategy

In view of the limited funds available for Capital Investment, most colleges have been forced to consider their future with more modest new build projects and significant refurbishment. This means it is increasingly important that they revisit their property strategy and identify how the estate will have to be changed to meet their future needs, within a limited budget. Smaller phased projects are now likely to replace the earlier ‘new campus’ plans that many colleges had in place.

A new property strategy has to be based on a funding led approach that considers

  • Available finance, affordability and cash flow
  • Sustainability and carbon emissions
  • Possible disposals
  • Realistic options development
  • A preferred option based on a full investment appraisal
  • Proposed programme and costing
  • Risk assessment and mitigation strategy

The property strategy document is the starting point for future efficiency savings, better quality accommodation, better space utilisation and less environmental impact for the college community.
